The founding Executive Director will leverage the support of a committed Board of Directors, a solid partnership with the Port Covington Development team and a resilient and engaged community to align the vision for South Baltimore’s revitalization and to increase the capacity of all six member communities. The founding Executive Director will be responsible for leading the growth of SB7 using the significant financial resources present while reporting on outcomes and challenges to the Board. The successful candidate will serve as a model leader for community-based public-private collaboration in Baltimore City.
The SB7 seeks a visionary leader with uncompromising integrity and a long-term commitment to growing with the organization. As the founding Executive Director, this role is pivotal in establishing and maintaining trusted relationships with community residents and partners, as well as creating a solid foundation and infrastructure for long-term collaboration, accountability, and community-serving growth.
The Executive Director must be committed to growing with SB7 from its emerging status to maturity. The successful candidate will possess:
- A strong ability to connect and build authentic and trusting relationships with residents, community partnerships, and funders in Baltimore City.
- A deep understanding and personal experience and/or knowledge of Baltimore’s race-based history with the cultural capital to steward partnerships among diverse stakeholders.
- A solid community engagement philosophy and strong track record of coalescing community members around a clear vision.
- Exceptional operational management skills with ability and willingness to build foundational operating processes and practices for the organization.
- A hands-on approach to building the organization while leading the long-term vision.
- A demonstrated affinity for the SB7’s, vision, mission, and goals.
EXISTING RESOURCES
The SB7 has significant support, resources and infrastructure that has been developed by the community, SB7 Board and commitments from the City of Baltimore Memorandum of
Understanding (MOU) and Community Benefits Agreement (CBA) stemming from the Redevelopment of Port Covington. A few of these are:
- Baseline funding from CBA and Guaranteed Annual Sustainability Funding
- State of the Art SB7 Office Space Complete by Q1 2023
- Technical Assistance from Port Covington Development Team and Related Partners

ORGANIZATIONAL OVERVIEW
In this community-centered neighborhood revitalization model, the SB7 is the nonprofit entity working with residents of the communities of Brooklyn, Curtis Bay, Westport, Cherry Hill, Lakeland and Mt. Winan’s to ensure collaboration among partners, including the Port Covington Development, community engagement, and accountability towards achieving long-term goals. SB7 was created to drive the delivery of resources derived from the Port Covington Development.
ESSENTIAL DUTIES & RESPONSIBILITIES
Organizational Leadership & Administrative Management (40% of role)
- Implement and update policies and procedures as approved by the SB7 Board to ensure the effectiveness of the day-to-day organizational functions.
- Maintain effective relationships with other organizations, both public and private, and ensure that the goals of the organization advance in accordance with the objectives of the Board of Directors.
- Develop, prepare, and submit reports to the board on a regular basis to keep the board informed of the organization’s effectiveness and outcomes in relation to SB7 Strategic Plan.
- Oversee financial management in coordination with SB7 Board and external bookkeepers, including reporting targets and goals and maintaining records.
- Responsible for the fiscal integrity of the organization, including submission to the SB7 Board of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the organization.
- Maintain appropriate physical and IT controls to safeguard organizational assets and information.
- Engage and coordinate with external advisors, including tax and legal professionals, to ensure the organization is in compliance with all federal, state and local regulations, including the timely filing of all tax returns and state registrations.
- Develop a strong marketing and communications plan showcasing the importance and impact of SB7’s work.
- Provide ongoing recommendations for planning, developing, and implementing the SB7 Strategic Plan.
- Hire and lead staff to achieve the objectives of the organization while implementing appropriate human resource policies to facilitate management.
Fundraising & Public Relations (25% of Role)
- Assist SB7 Board in the development of marketing plans, business plans, and action plans for identified targets of opportunity.
- Develop visibility for the SB7, identify donors and other sources of funds, and establish events and programs to cultivate them.
- Develop systems to track and record donations.
- Support grant application preparation and proposals to foundations, governmental agencies, and other funding sources.
- Serve as spokesperson for the SB7 with the press and other news media.
- Represent the SB7 at various functions.
Community Organizing & Strategic Planning (35% of role)
- Establish and maintain strong working relationships with neighborhood residents, stakeholders, business leaders, elected officials, local government staff, and planning/development consultants.
- Work with business leaders, academic institutions, local and state government officials, community partners, and individual stakeholders to implement the SB7 Strategic plan and support the community commitments of MOU and CBA
- Establish clear priorities, goals and outcomes in consultation with the community and board.
- Direct the data gathering and data analysis activities in housing, social services, health, education, community building and other related areas utilizing a collaborative process.
- Work with community members, business leaders, academic institutions, partners, and government agencies to identify and document demonstrated community needs and ensure comprehensive mapping of neighborhood assets and the development of a gap analysis.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
- Ability to oversee a nonprofit organization, including knowledge of legal and financial requirements and constraints and managing staff with advanced knowledge of modern principles, methods, and techniques of administration and program planning.
- Ability to establish and maintain effective working relationships with federal, state, regional, and local agencies, community leaders and the general public.
- Experience recruiting stakeholders and volunteers to assist in revitalization efforts.
- Knowledge of public and private resources for the SB7 and Port Covington Development.
- Ability to obtain and manage grants and contracts.

MINIMUM QUALIFICATIONS
- A bachelor’s degree from an accredited college, master’s or advanced degree preferred. Five years of related professional experience providing the requisite knowledge, skills and abilities for this position may be a substitute.
- Experience in one or more community development areas, such as housing, education, economic development, public health, etc.
- Strong written and verbal skills with the ability to communicate effectively with diverse stakeholders.
- Strong organizational and entrepreneurial skills with the ability to establish and lead an organization.
- Proven competency in people management, team building, and community building.
- Excellent project management and accounting skills, including familiarity with QuickBooks, CRM, and other accounting software.
